The GUI client works fine if you've set the option to undo checkout when checking in an unchanged file. But I haven't got it to work from the command line or the API library. Beth helped me resolve this. The search pane hides the checkin/checkout options if the local files are missing on the disk. This is different from the file view pane which always offers the options. (It should probably hide checkin because what are you gonna check in?)

Run Vault on two workstations. Check out a file on one of them, then search on the other station for files checked out. No result is returned. OK got it. For some reason in Win 64 the SourceCodeControlProvider\ProviderRegKey value had been left at Software\SourceGear\Vault Client. I changed it to "VaultPro Client" and I'm good.

Doh! I forgot the check box for "Make Vault your default SCC provider." That seems to have fixed my Win 7/32 installation. Win7/64 still being difficult ... already tried the article you referenced but I'll double check everything.
