Yes, the whole upgrade would be the recommended way to do this. You can always login as admin locally, so you don't really need to worry about licenses. Suggested steps: 1. You should be able to upgrade directly from 2.0.6 to 3.1.9. However, since the 3.1 release required some database structure changes, the upgrade could take awhile, but it is hard to predict how long, because it depends on the structure of your DB.
