i did restart vault with same issue. then i discovered the sql server not running.

Thanks. I had figured that out before but my memory failed me. Somehow that option got turned back on in one of the (many) visual studio 2019 updates.

Trying to see if there is a server 10.3.967 but the download pages I could find only showed 10.0.2.936 The Visual Studio extension was downloaded from the Visual Studio Marketplace and indicates it was installed 7/16/2019. Never mind; figured out that when the person moving the server from the old to new machine copied an 'OLD' web.config that was used for SOME OTHER PROGRAM to the server 2019. It was this web.config that was spoofing vault.
I removed the web.config file and it works now.
