1. If you are installing from the network, try installing from a local harddrive. Windows Installer installations can fail across a network. 2. The Vault installer creates an install log called vault_install.log in your temp directory (%temp%).

Can you send me your vault_install.log?

The log file may give us some clues as to what is going on.

It is difficult to say what is going on without looking at the server install log.

Can you attach the vault_install.log file located in your windows temp directory (%temp%)?
