This worked for us
This latest version of the import tool worked fine for us, and now we have managed to import all our SOSCE projects.

Groups & security not effective in controlling assignee
On our system, this isn't working as described above. For a user to appear in the 'assignee' list, he/she must be explicitly configured to have modify permission in the project admin security page. Same problem
We tried running the import yesterday and encountered an apparently identical problem. The import tool hanged at the 'Importing Attachments' stage.
