The server does not try to open another connection out. Does this happen with very small files (about 1 byte). Greg,
My first guess would be that the user that is logged in to the admin tool also has a stale cache file. You could try deleting that user's cache files.

It sounds to me that there is a problem on the client side of things. Could you try deleting your CacheMember_Repository file? Check out This KB article .
