I know this is a very old thread, but here we are on version 6.1 and this feature still has not been added. I would like to reiterate this request. It gets tiresome having to constantly unlock files that people forget to check-in, or they have not taken the time to configure their concurrent develop...

It still isn't setting my web.config properly upon install though as it continues to use 127.0.0.1 and I have to manually change it. As mentioned in the OP, an estimated 6-7,000 files in the change set perhaps. There is no counter for this that I'm aware of, so this is just a rough estimate.
