Labeling older versions of a File

I would like to place a label on an older version of a file (version 11, but we are already at version 13).

I want to mark that version with a label that indicates the currently publicly released version of the progra, while development continues.

But I seem to only be able to place labels on the current version.

How can I mark older versions of a file as the currently released version so that we don't accidentally release untested code.

This function isn't supported in Visual Source Safe, so it's not available in SOS Collab, either. You can't label historic versions, only the current one.

Our VSS replacement product, Vault, does support the labeling of versions from history.
