simplify chinses do not support?

I use simplify chinese.
source control use vault,version 3.1.8(3771)
and Dragnet version 1.0.5.1245
I write Dragnet new item. The Description of item is chinese character(if english are no problem).
when i use vs2003(simplify chinese) to check in with update bugs,faild.
Exception:
SCCCheckin Method: “ ”(十六进制值 0x0B)是无效的字符。行 18，位置 57。
it meanings:
SCCCheckin Method: “ ”(hex character 0x0B) is not invalid character 。 row 18,position 57.

Vault should work with Chinese.

Are you using Visual Studio?

The error looks like a Visual Studio/MSSCCI error rather than a Dragnet error.

Can you checkin and update the Dragnet item from the Vault GUI client?

I use Vs 2003 simplified chinese.
I can checkin bugs use vault client,but I can't checkin it use vs 2003 if description field is simplified chinese.
I think it is the bug of MSSCCI as well as you think.how to do?
