Work Item Tracking - saving attachment from web client

Small weirdness here. Several months ago I noted that the web client will allow attachments with "invalid characters" (+ and & being two of them). The desktop client however, will replace the "invalid" characters with spaces when I attach.

Along the same lines, if I have spaces in a Work Item attachment file name, and later I download and save that attachment, any spaces in the file name becomes "+".

Can you please confirm that you are able to open and download the file successfully? The file name format inconsistency is the primary issue?
