I am unable to find release notes on build 18402.

We are using 4.1.4.18336 of the server. What changed in this latest build?

Is there a standard place on your web site where I can track new builds so I can make a judgment call on whether to upgrade?

The Vault 4.1.4 release notes are here: Vault 4.1.4 release notes
There are no individual release notes available for builds. If you have a different build, then I'm assuming you are on a pre-release. To upgrade from a pre-release takes uninstalling and then installing the final version since it is not build number aware.
