built-in "admin" user uses one of my licenses?

My company has purchased 8 licenses for Vault. I have entered all 8 users in the User list.

I am not able to make all 8 users active. It appears that the hard-coded admin user consumes one of my purchased licenses.

Is that correct?

The Admin user does not take up one of the licenses. Are all the licenses in one license number, or do you have multiple license numbers listed in the admin tool. Is it possible that one of the licenses has not been activated?

If not, what is the exact error you are getting?

That was it exactly - one of the new licenses had not been activated.

Sorry, I didn't understand the necessary workflow.
