Users are able to check out files without permission

You can check out files as this user.
I have check-out disabled for the anonymous account. The only permission they should have is read.

Are you using folder security for that user? You may have set things differently for folder security and user security.

Can you send me some screen shots of your configuration of that user in the Admin tool?
1. Under the users tab, select the user and click security. One shot of that.
2. Go to the repository tab, select the repository and click properties. Check and see if folder security is checked. If so, then go to the same area in the Folder security tab and check the properties for that user there.

Is that user a member of any groups?

You'll need to enable folder security rights on the repository for those assigned rights to work.

Thanks. It would be helpful if this was made apparent in some way via the GUI, since it isn't obvious to me that specific folder security is related to general user rights.
